On November 15, 2006 at approximately 10:11am, Officers of the Kokomo Police Department responded to 1426 S. Armstrong St. in reference to a person being shot. Upon arrival, officers found a 20-year-old male who had been shot in the back.  The male was identified as Chad Rouse and he was pronounced deceased at the scene.  Officers spoke to a female witness at the scene who said that a black male entered the residence with a handgun and was robbing them when the suspect and Chad Rouse began fighting.  During the fight, the suspect shot Chad Rouse in the back.

On 05/26/2023, a Howard County Grand Jury indicted the following individuals on this Murder Investigation:

48-year-old, Kevin L. Maddox for Murder, Robbery Resulting in Serious Bodily Injury, an A-Felony and Conspiracy to Commit Robbery Resulting in Serious Bodily Injury, a B-Felony  

36-year-old, Amber Brigham for Conspiracy to Commit Robbery Resulting in Serious Bodily Injury, an A-Felony and Aiding, Inducing or Causing Robbery Resulting in Serious Bodily Injury, a B-Felony

On 05/30/2023, Arrest Warrants were issued out of Howard Superior II Court for arrest of Kevin L. Maddox and Amber Brigham. 

On 05/30/2023, Kevin L. Maddox was arrested for the warrant in Indianapolis, Indiana.  Amber Brigham was located and arrested in Miami County, Indiana.  The Kokomo Police Department was assisted with the arrests by the FBI Indianapolis Violent Crimes Task Force, Indianapolis Metropolitan Police Department, and the Miami County Sheriff’s Department.
