NIBIN Arrest and Conviction

On July 6, 2016, District 3 Officers James Bell and Cian McGrath were on routine patrol in Westwood when they encountered a vehicle with a stolen license plate on it. 


During the course of their investigation the officers arrested Mr. Coran Smith and Mr. Devarieh Riggins. Recovered from the vehicle were a Smith and Wesson 22A-1 pistol and a Ruger SR22 pistol.

The recovered firearms were sent to the Hamilton County Coroners Officer and ballistics tests were completed. One of the weapons proved to be a match for a weapon used in the murder of James Tamplin at 5676 Winneste Avenue on June 16, 2016.

In March 2017, Cincinnati Police  Homicide Unit investigators charged Mr. Coran Smith and Mr. Devarieh Riggins for the murder of Mr. James Tamplin. On February 2, 2018 both Mr. Smith and Mr. Riggins were convicted.


This investigation and conviction highlights the use of the NIBIN system to solve gun related crimes and take those responsible off the streets.


NIBIN is a national database of digital images of spent bullets and cartridge cases that were found at crime scenes or test-fired from confiscated weapons. The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) manages the system and provides the equipment to crime labs around the country.
