Driver: Anthony Nocito 36 of the 2000 block of Finch Street
Nocito was issued summonses for failure to maintain lane, reckless driving and leaving the scene of an accident after reports of a reckless driver operating a brown pickup truck was traveling south on Brewster Road from Oak Road. After receiving a tag number, officers responded to the area of Dante Ave. and Brookfield Street looking for the vehicle described. Upon their arrival, a witness advised the officers that a pickup truck struck a street sign and stop sign at the same intersection. The officers responded to the 2000 block of Finch Street and located a pickup truck matching the description provided. The pickup truck was unoccupied with its hazard lights activated. In the bed of the pickup truck was the street sign of Dante Ave. that had been struck earlier.
The officers knocked on the door of the residence and was met by Anthony Nocito. Nocito was wearing a black tank top and jeans with a black hat. When Nocito opened the door he stated we could come in and asked what is going on as he just woke up. I asked Nocito if he was driving the truck in the driveway and he said no. I noticed Nocito’s hat was wet as though he was outside from the rain. Nocito stated his friend by the name of “Ray Webb” was driving the vehicle and must have walked off. I asked where does Webb live and he stated Brookfield Street. I asked if Nocito could call Webb at which time he stated he would but could not find his cellular phone.
Sgt. D. Latorre told Nocito there is a cell phone in the truck at which time Nocito was escorted to the vehicle and it was in fact his phone. It should be also noted Nocito got the keys to the vehicle from inside his residence. I asked Nocito how he knew where the keys were if he just woke up and he said he just found them. Nocito continued to use his phone to dial a number to apparently contact Webb.
While I spoke with Nocito, I smelled a minty smell coming from his breath as though it was mouthwash. Nocito eyes were glossy and he staggered as he walked. Nocito then stated Webb did not answer the phone. I asked Nocito why is his hat wet if he just woke up and he replied that he was not driving. I advised Nocito of the consequences of reporting a false police report and that he could be arrested for it. Nocito continued to say he was not driving the vehicle and his friend Webb did. Nocito indicated Webb has warrants and that is why he ran from police. I told Nocito I believe he was the one actually driving and he is lying about Webb. I told Nocito I will confirm with Webb whether or not he is actually lying. Nocito pleaded with me asking what would happen if he just “says” he was in fact driving. Nocito asked, “Would I just get a couple tickets.” Nocito indicated he has already received one driving while under the influence (DUI) and has another one pending with a court date in several months. Nocito said he cannot afford getting another one and doesn’t understand how he would get one. I asked for Webb’s phone number and the number Nocito provided was wrong (856-558-4860).
I asked Nocito if he has any physical disabilities that would prevent him from walking straight or if it hurts when putting weight on either leg. Nocito advised that it does hurt as he had double hip surgery approximately two to three months ago and he is prescribed Oxycodone for it. I again told Nocito of the consequences of reporting a false police report and he admitted to me he was in fact driving not Webb. Nocito stated his mother is going to die and depressed as a result. Nocito also stated he drove to pick up his medication and came back to the residence. Nocito stated he went to get his medication. I asked Nocito if he could show me his prescribed medication at which time he did and it was filled today (04/12/2016). The label listed a quantity of 120 pills and directed Nocito to take one every six hours. Counting each pill came out with a total of 111 and 9 were missing. I asked Nocito and he stated the rest should be lying about his bedroom. Nocito did admit to taking one Oxycodone several hours earlier.
Due to not having any observation of Nocito operating the vehicle, he was not arrested for driving while intoxicated. There was a lapse in time of several minutes prior to be me being able to meet with Nocito. At police headquarters, I contacted the caller, Paul Rogers. Rogers stated he observed Vehicle #1 traveling on the center lane and at times travel in the opposite side of the intersection. Rogers indicated he managed pull alongside Vehicle #1 in the area of East Wheat Road/ North Brewster Road as Vehicle #1 randomly stopped. When Rogers pulled alongside Vehicle #1, he asked if the driver was okay. According to Rogers, Driver #1 appeared to be “out of it” and said “I think I got a flat tire.” Rogers feared for public safety as he believed Driver #1 did not appear to be okay and did not want him to drive so he pulled over and dialed 911. Rogers observed Driver #1 exit his vehicle to check the tires and get back in the vehicle to continue south bound on North Brewster Road. Rogers stayed on the line with Police Dispatch and followed Vehicle #1. Rogers provided the following description for Driver #1:
A thin white male with a “scruffy goatee” approximately 32 years old wearing a hat (matches the description of Nocito).
I contacted Forrest to speak with him further but, he was not able to see the driver of the vehicle as it went by at approximately “50 miles per hour.” Forrest stated he observed the collision as he resides in the area (2194 Brookfield Street) and was taking it trash out at the time.
A driver reexamination form was completed and submitted with this report (also attached). Driver #1 was issued the following summons:
#0614-VC-10513 for failure to maintain lane (39:4-88b);
#0614-VC-10514 for reckless driving (39:4-96);
#0614-VC-10515 for leaving scene of accident (39:4-129b).
Both witnesses were issued a subpoena with this report. The road department was made aware of the damaged signs to repair it. When I went back to the scene of the collision, the stop sign was placed back upright and I found a black driver side mirror cover belonging to a vehicle. The piece was tagged and secured in the ID section by ID Officer R. Demarchi.
NOTE: I recorded through my MVR the roadway approaching the crash scene in my low profile Vineland Police Traffic Unit patrol vehicle, Tango 4, equipped with a MVR. Statements were recorded utilizing the same. A request for electronic evidence preservation was completed for Sgt. D. Latorre’s vehicle (424), my vehicle (T04) and the 911 line. All above forms were attached to this report.

Driver#1 stated he was traveling west bound on Park avenue when he stopped in traffic (Left turning lane) waiting to make a left turn south bound onto West Avenue when Driver#2 who was traveling east bound on Park Avenue veered into his lane striking the front of his vehicle causing the collision. Driver#1 stated Driver#2 then proceeded east bound on Park Avenue without stopping. Driver#1 described Driver#2 as a Hispanic male driving an older Mercury 4-door, brown or gray in color. Driver#1 stated he believes the first three of vehicle #2 registration was "Z75". No further details were provided. Driver#1 stated he was not injured. Driver#1 vehicle was towed from the scene for moderate damage to the front. No evidence of Vehicle#2 was found at the scene. A search of the area for Vehicle#2 was negative. A witness, Angelo Roman stated he observed Driver#2 strike the front end of Driver#1. Mr. Roman described Vehicle#2 was a brown in color Mercury 4-door with front end damage. Mr. Roman stated Driver#2 proceeded east bound. No further information was provided.

Driver# 1 stated she was backing her vehicle out of a parking stall in the parking lot of El Coqui, when she accidentally backed into the parked vehicle. Driver #1 stated she struck the parked vehicle in the rear causing a dent to the rear bumper of the vehicle. Driver #1 stated she exited the vehicle, found the owner to the parked vehicle, and contacted this department.
Driver #1 and her passenger claimed no injuries while on scene and declined medical attention. Driver #1’s vehicle had scratches to the right rear bumper and was able to be driven from the scene.
The parked vehicle was unoccupied at the time of the incident. The parked vehicle had minor damage to the rear bumper of the vehicle. The owner of the parked vehicle was located and advised of the collision. Driver #1 was issued traffic citation 0614-VC-010040 for Unlicensed Driver (39:3-10) and the vehicle was left at the scene. On April 14, 2016, I was dispatched to the area of South Main Road and East Sherman Avenue, in regards to a motor vehicle collision. Upon my arrival on scene, driver #1 stated while traveling North on Main Road, behind driver #2, she passed vehicle #2 on the right due to driver #2 stopping. Driver #1 said after passing, driver #2 then ran into the back of her vehicle. Driver #2 stated while traveling North on Main Road, driver #1 was traveling behind him and was close to his vehicle. Driver #2 said driver #1 then passed him on the right and upon getting in front of him she stopped. No injuries were reported. Vehicle #2 was towed by Olin's. Driver #1 was issued a traffic summons for Improper Passing on the Right, summons # VC008875. Driver #2 was issued a traffic summons for Careless Driving, summons # VC008876. Traffic subpoenas were completed for both driver's. No witness(s) were located.

Driver#1 stated she was traveling west bound on Sherman Avenue when she stopped in traffic to make a left turn into Complete Care located at 785 W. Sherman Avenue. Driver#1 stated while waiting to make a left turn due to the east bound traffic being backed up, another driver (heading east bound) waived her on to make her left turn. While turning into Complete Care, Driver#2 who was riding a motorcycle eastbound struck her vehicle after passing vehicles on the shoulder of the roadway causing the collision. Driver#2 stated he was traveling east bound on Sherman Avenue when he decided not to wait in traffic passing vehicles on the shoulder (south side) when Driver#1 made a left turn in front of his vehicle causing him to crash into her passenger side. Driver#2 stated the accident was his fault and that he should not have been passing vehicles on the shoulder of the roadway. No reported injuries. Driver#2 refused medical treatment after being thrown from his motorcycle. Both vehicles had moderate damage. Vehicle #2 was left at the scene while the owner made arrangements for his own tow. Driver#2 was issued a summons for improper passing #VC8731 (39:4-85) and no proof of insurance VC8732# (39:6b-2).

On April 14, 2016, I responded to 361 East Grant Avenue, Vineland (Mennies School) for a two vehicle collision (Reportable/No Injuries) in the parking lot. Upon my arrival, I spoke with Driver#2 who stated that he was driving east in the parking lot when suddenly driver#1 began to reverse. Driver#2 stated that he attempted to warn driver#1 by sounding his horn but he backed into the front of his vehicle. Driver#2 stated that he and his passenger were not hurt as a result of the collision and both claimed no injuries. I then spoke with driver#1 who stated that he was also traveling east in the parking lot when he saw an open stall which he wanted to park in. Driver#1 stated that he began to reverse when he suddenly felt the impact of the collision. Driver#1 stated that he thought it was clear to back up but due to the glare from the sun his vision was obstructed. Driver#1 stated that he was not hurt and claimed no injuries. Driver#1's vehicle sustained damage to the rear driver side of the vehicle. Driver#2's vehicle sustained damage to the front grill of the vehicle.

On 14 April 2016 I was dispatched to the area of South Sixth Street and East Landis Avenue for a 2 vehicle collision. The driver of vehicle 1 (NJ registration P30DHG) was identified as Heidi Torres. The driver of vehicle 2 (NJ registration P30DHG) was identified as Jose L. Martinez. Upon my arrival I spoke with Heidi regarding her account of the incident which she stated the following: Heidi stated she put the vehicle in park in front of the PAL building where she was dropping her son off. Heidi stated she was sure the vehicle was in park. Heidi stated she exited the vehicle and entered the PAL building. Heidi stated when she came outside she was told the vehicle rolled backwards and hit a parked vehicle. Heidi stated she didn't know how the vehicle rolled backwards and struck the other vehicle.
Heidi provided me with her information and documents. I observed no damage to the rear of Heidi's vehicle. It was later learned Heidi was not a licensed driver. Heidi was issued summons number 0614-VC-8587 for 39:3-10. Heidi was informed of her court date and advised she was not allowed to drive. Heidi stated she would have someone pick her up. Jose was not in the vehicle at the time of the collision. Jose provided me with his documents and information. I observed damage to the front driver’s side of Jose's vehicle. Jose was informed of the procedures for obtaining a Police collision report. There is no further information at this time.

On 04/12/2016 I was dispatched to 554 S Delsea Dr in reference to a collision. I was advised that a parked car was struck and that the unknown accused vehicle had left the scene. I arrived on location and met with the registered owner Noemi Rivera of vehicle 2 who stated the following; Noemi was parked outside of the business while she was inside working. At approximately 2300 when she was preparing to leave for the evening, Noemi was advised by a co-worker that her vehicle had been struck. Noemi went outside to check her vehicle and noticed extensive damage to the front end and hood of the vehicle. Noemi stated that she spoke with another employee who advised her that when she had gone outside for a break around 1900 no damage had been done to the vehicle. Noemi also advised me that her employer has a surveillance system installed which covers the parking lot, however, she was unable to access the system at this time. Noemi stated she would contact this department when footage is available. I examined the damaged and determined that accused vehicle to be a large pick-up truck or SUV. It is believed the accused vehicle was backing out of a parking spot and struck Noemi's vehicle with its rear bumper. At this time no witnesses to the collision could be located.

Driver # 1 stated as he was traveling east on W. Garden Rd he entered the intersection of W. Garden Rd. and N. Delsea Dr. when the traffic light was red. He stated as he approached the intersection the sun obstructed his view causing him to see the light as green when it was red.
Driver # 2 stated as he was traveling north on N. Delsea Dr. vehicle #1 entered the said intersection without stopping when it was required to do so (red light) . Therefore causing the two vehicles to collide.
At the time of my arrival the passenger of vehicle # 2 complained of pain to his knees, however when Vineland EMS arrived he refused medical attention. All others involved also refused medical attention.
Vehicle #1 sustained moderate damage to the passenger side and was driven away. Vehicle #2 sustained major damage to the front and was towed away by Olin’s Body Shop.
Driver # 1 was issued summons number 0614-VC-10153 for failing to observe signal.
Driver #2 had no proof of insurance for his vehicle.

Driver #1 stated she was backing out of her driveway of 2385 Baywood Drive when she backed into Vehicle #2. Driver #1 stated she has lived there for many years and not used to vehicles directly behind her vehicle and accidently struck it. Driver #1 admitted to being at fault.
On scene, I met with the owner, Daniel Miller, of Vehicle #2 who was advised of the damage and provided the case number for the report.
The occupants of Vehicle #1 did not have a complaint of pain.
Vehicle #1 sustained minor damage to the rear driver side tail light area.
Vehicle #2 sustained minor damage to the driver side door.
No summons issued. Owner #2 was advised of his options.

On this date, April 15, 2016, I was dispatched to the area of North Delsea Drive and West Park Avenue, in regards to a motor vehicle crash. While en route to the scene, Police Dispatch updated the location to the area of Park Avenue, near the entrance to Forman Mills (20 West Park Avenue.) I arrived in the area of the entrance to Forman Mills and located a two vehicle motor vehicle crash. I positioned my Patrol vehicle (810) in the roadway, with my emergency lights activated, to block the vehicles involved in the crash and to warn other motorists. I made contact with both drivers and the following statements were made. Driver #2 stated he was traveling west on Park Avenue in the outside lane (closest to the curb), when vehicle #1 turned in front of him. Driver #2 stated he applied his brakes but couldn't avoid the crash. I asked driver #2 if he was injured and he related that he wasn't. Driver #2 stated there was a witness to the crash, and pointed to a subject standing in the parking lot. I approached the subject and he identified himself as David Phifer. Mr. Phifer stated he was traveling west on Park Avenue in the inside lane next vehicle #2, when vehicle #1 was coming towards them in the turn lane. Mr. Phifer then stated that vehicle #1 just turned in front of them and vehicle #2 hit the back end of the vehicle. I called for Vineland EMS to respond to the scene to evaluate driver #1, even though she didn't want the ambulance to respond. Once EMS arrived on scene they checked on driver #1, but she refused medical treatment. At that time, one of the EMT's approached me and stated that driver #2 now had a complaint of pain to his neck, and they would be transported him to the Inspira Health Network for further observation. Vehicle #1 sustained extensive damage to the passenger rear fender area as well the rear portion of the vehicle. Vehicle #1 was towed from the scene by Olin's Auto Body. Vehicle #2 sustained moderate damage to the front end on the passenger side, and was towed from the scene by J&C Auto Sales. Vehicle #2 is registered within the Commonwealth of Pennsylvania and is insured under United Financial Casualty Company under Policy # 07798269-4 (NAIC # 11770). Driver #1 stated that he was traveling East on E Landis Ave towards the intersection of Seventh St when he struck the rear bumper of Driver #2's vehicle who came to a stop in traffic at a red light. Driver #1 stated that he briefly took his eyes off the roadway and when he look back he Driver #2's vehicle had come to a stop in traffic (Red Light). Driver #1's vehicle sustained minor damage to the front bumper of his vehicle. He refused medical attention at the scene. Driver #2 stated that she was traveling East bound when she came to a stop at the intersection of Seventh St (Red Light). During this time, Driver #2 stated Driver #1 collided with the rear bumper portion of her vehicle causing minor damage. Driver #2 claimed no injuries at the scene and refused medical attention. Driver 1 stated she was on Landis Avenue headed west towards Orchard Road and made a left turn. She stated she slowed due to a divot in the roadway and Vehicle 2 crashed into her vehicle. Driver 1 was issued E-Ticket 0614-E16-726 for 39:4-90, Failure to Yield ROW. Driver 2 stated she was east on Landis Avenue approaching Orchard Road when Vehicle 1 turned in front of her. She stated she slowed however was unable to avoid a crash. The MVR in my low profile Vineland Police Traffic Unit patrol vehicle, T5, a 2011 grey Dodge Charger was recording for the duration of the call.

Driver 1 stated she was stopped in traffic traveling north on S Main Rd, directly behind vehicle 2. She thinks that a vehicle (possibly a light grey colored sedan) possibly struck her from behind that made her struck vehicle 2. She believes this because she does not know how she struck vehicle 2 from behind. No damage was noted to vehicle 1. All occupants of vehicle 1 claimed no injuries at this time. Driver 2 stated she was stopped in traffic traveling north on S Main Rd. Vehicle 2 struck her from behind while she was stopped at the red light at S Main Rd and E Sherman Ave. Damage to vehicle 2 was minimal to the rear bumper area. Driver 2 claimed no injuries at this time. Driver 2 was advised of her complaint option at the Vineland Municipal Court. At this time, there is no evidence of a third vehicle involved in this collision.

Diver #1 stated she was stopped at the stop sign at the intersection of Lake Rd and Columbia Ave in the west bound lane on Lake Rd. Driver #1 explained after she looked both ways, she proceeded through the intersection where she struck Vehicle #2 who was traveling south on Columbia Ave. Driver #1 claimed she did not see Vehicle #2 due to sun glare.
Driver #1 claimed no injury but requested EMS because she is 5 months pregnant, Driver #1 was then transported by Vineland EMS to Vineland Inspira.
Vehicle #1 sustained damage to the front driver side bumper.
Vehicle #1 was parked off of the roadway and left on scene to be picked up later by a licensed driver.
