Driver #1: Rattan Singh 56 of the 800 block of N. Main Road
Driver #2: Brandi Pappa 31 of the 1900 block of S.E. Boulevard
Driver #1 made the following statements. Driver #1 stated he was traveling south bound on S Spring Rd, approaching the four way stop intersection of Magnolia Rd. He stated he stopped then proceeded out into the intersection and was hit by Driver #2. He stated Driver #2 did not stop at the stop sign.
Driver #2 stated she was traveling east bound on Magnolia Rd, approaching the four way stop intersection of S Spring Rd. She stated she made the stop at the intersection and attempted to make a left hand turn onto S Spring Rd. Driver #2 explained as she began to turn she observed out of her peripheral a vehicle quickly approaching the intersection. Driver #2 stated her vehicle was then struck at the driver side quarter panel spinning her vehicle, so she is facing south in the intersection. Driver #2 stated she then observed Driver #1, continuing south on S Spring Rd, driving over the east curb and into the field where it finally came to a stop.
It should be noted: Driver #1’s vehicle came to a stop approximately 100ft south of the initial impact.
Both driver’s claimed no injuries at this time, and both vehicles sustained moderate damage. Driver #1’s vehicle was towed by A1-Towing and Driver #2’s vehicle was towed by A1-towing.
Driver #1 was cited for failure to stop or yield.

Driver #2: Unknown
Driver #2 stated he was making a left onto South Valley Avenue from East Chestnut Avenue when Vehicle #1 collided with his vehicle. Driver #2 explained that when he went to make his turn the light was yellow and he had been in the road for some time waiting for a clearing to make his turn. Driver #2 indicated that Vehicle #1 made no attempt to slow down or stop prior to striking the rear bumper. Driver #2 then stated that Vehicle #1 fled the scene. Driver #2 claimed no injury.
A Crossing Guard who witnessed the collision stated that Vehicle #1 made no attempt to stop while Vehicle #2 made the left turn. The witness then indicated that Vehicle #1 fled the scene south on South Valley Avenue. The Crossing Guard described Vehicle #1 as a BMW type vehicle that was dark in color with tinted windows and a damaged front bumper.
Attempts to located Vehicle #1 were unsuccessful.
The debris left behind from Vehicle #1 were gathered and secured as evidence in locker #26.
This investigation is ongoing and will be updated as more information is discovered.

Driver #1: Enrique Morales 18 of 1200 block of W. Cornell Street
Driver #2: Wanda Serrano-Cortes 53 of the 200 block of N. East Ave.
Driver #1 stated he was stopped at the intersection of East Park Avenue/ North East Avenue facing east bound behind Vehicle #2 as the traffic signal was red. Driver #1 stated the traffic signal for the left turn only (green arrow) came on and Driver #1 mistakenly thought the traffic started to move straight ahead. Driver #1 indicated he started to go slowly when he “bumped” Vehicle #2. Vehicle #1 rear ended Vehicle #2. Driver #1 stated, “I only tapped it. I was going slow.”
Driver #2 stated she was stopped at the intersection of East Park Avenue/ North East Avenue facing east bound as the traffic signal was red. Driver #2 stated she was then rear ended by Vehicle #1. Driver #2 stated, “I was waiting and then bang he hit me.” According to Driver #2, the collision’s impact was great and it caused her to her hurt her back.
Observing the damage on scene, it was not consistent with a collision’s impact being great. Vehicle #1 sustained no visible damage to the front end (Old damage in front; damage not associated with collision reported on this date). Vehicle #2 sustained minor damage to the rear bumper (small dents).
Emergency Medical Service (EMS) was requested and responded to the scene to tend to Driver #2 as she was the only one to have a complaint of pain. Driver #2 went with EMS to Inspira hospital.
Driver #1 was issued summons # 0614-VC-008315 (Careless Driving; 39:4-97). Driver #2 was issued a subpoena with this report.

Driver #2: Unknown
Driver #1 stated that she was stopped at Walnut Road and East Avenue traveling south, waiting for her turn to go at the four way stop. She stated that it was her turn to go, and she proceeded to go through the intersection when Driver #2 proceeded to go at the same time, traveling westbound. She struck the side of vehicle #2. Vehicle #2 proceeded driving, leaving the scene of the accident. Vehicle #2 was described as a silver Chevrolet Impala with a partial tag of "D02". It also should have damage to the passenger side rear of the bumper. The area checked negative for the vehicle. Driver #1 was ok and stated that she did not need EMS. Vehicle #1 had damage to the front of the vehicle. No summonses were issued.

Driver #1: Deanna Smith 45 of the 3000 block of Cornucopia Ave.
On this date, October 24, 2015, I was dispatched to the area of Hance Bridge Road and Rome Road, in regards to a motor vehicle crash involving a deer struck.. I arrived on scene and met with driver #1 and she related the following information. Driver #1 indicated she was traveling south on Hance Bridge Road and just passed Rome Road, when a deer came entered the roadway from the field (south side of the roadway.) Driver #1 indicated she saw the deer enter the roadway and she swerved to avoid the crash, but the deer ran into the driver side door of her vehicle. Driver # 1 indicated after the deer struck her vehicle, it got up and ran off into the field heading in a southern direction. Driver # 1 indicated she wasn't injured during the crash and didn't require medical attention. Vehicle # 1 sustained moderate damage to the driver side front door, but was able to be driven from the scene. No summonses were issued since driver #1 was not at fault and could not avoid the crash.

Driver: James Skelly 25 of the 1700 block of N. Delsea Drive
On 23 October 2015 I was dispatched to a collision that occurred at 1849 North Delsea (Bubba’s Liquor). The caller stated he struck a mailbox at the location. The driver was identified as James S. Skelly. James stated he lives across the street from Bubba’s Liquor at 1796 North Delsea Drive. James was driving NJ registration V15FFY, a white Ford Mustang.
I spoke with James regarding is account of the incident which he stated the following:
James stated he was exiting his driveway making a left to head northbound on Delsea Drive. James said as he exited his driveway he heard a horn blow from is right hand side. James stated he stepped on the gas pedal to accelerate. James stated his car then swerved backside out and struck the mailbox located at Bubba’s Liquors. James stated he exited the car and let the staff know what happened then drove his vehicle back into his driveway then contacted Police.
James provided me with is documents. I obtained the information as well as informing James I would be speaking with Bubba’s Liquor regarding their options. I went to Bubba’s Liquor to speak with the manager but she was not on scene and would not be back until Monday. I informed Bubba’s Liquor employee Sherri with information regarding how to obtain the Police report as well as contact information.
No summonses were issued.
