On 8/3/15 a fifty-two year old female victim reported that a male masturbated while he was sitting next to her on a NJ Transit bus. She was able to get off the bus and notify the police. The victim also reported that this same male had followed her around at her place of employment (retail business) while he was touching himself. This incident, which occurred in July, had been recorded via the store’s surveillance video. The video was obtained by police and the suspect was identified through the recorded images. Upon his arrest on 8/14/15, Rios was found to be possession of suspected “K-2” synthetic marijuana.
