Driver #1: Abiud Lopez-Santos 28 of the 600 block of Cherry Street


        On this date, 08/02/2015 I responded to the area of North Third Street and West Plum Street in regards to a hit and run crash involving (2) two parked vehicles.

        On scene, I first made contact with the witness, Naji Afrika who resides at 113 North 3rd Street, Apartment 4.  Afrika stated he was standing by the front porch of his residence when he observed a blue Ford Explorer bearing Pennsylvania registration traveling northbound on Third Street.  Afrika said the vehicle was occupied by a Mexican male driver as he was using a cellular phone specifically by looking down at it.  He said suddenly, Vehicle 1 struck Vehicle 2 (parked) as Vehicle 2 then pushed in to Vehicle 3 (parked).  Afrika said he then ran up to the crash scene as it was across the street and tried to make contact with the Mexican male driver.  He said he began telling the driver that he needed to stop so he could get the owners to the vehicles, however, Driver 1 backed up and continued traveling northbound on Third Street as it finally made a left turn onto Peach Street.  Afrika described the wheels to the vehicle as being black with some type of silver type hubcap in the middle of them.  Afrika then contacted the police and talked to the owners of the parked vehicles regarding the incident.

        I then observed Vehicle 2 and Vehicle 3 as they were both parked in front of the residence of 243 West Plum Street (west side).  Vehicle 2 had damage to the driver's side front and rear bumper as it was pushed back in a northerly direction approximately 5 feet up against Vehicle 3.  Vehicle 3 which was parked directly behind Vehicle 2 was also struck as a result of Vehicle 2 being struck by Vehicle 1.  Vehicle 3 had visible front end damage.  On scene I also located a headlight assembly (side turn signal marker) belonging to the accused vehicle.  This was later tagged as evidence to this crash.

        At the time of the crash, area units began checking the area which proved negative for the accused vehicle.

        While continuing to investigate the aforementioned hit and run crash, dispatch received a phone call from Monroe Township Police Department asking if they had a vehicle specifically a blue in color Ford Explorer with Pennsylvania tags involved in a crash.  After confirming this with Monroe Township, it was additionally related that the accused vehicle had front end damage and the vehicle had stalled on Fries Mill Road.  I then made contact with Officer Andy Pease of the Monroe Township Police Department who related the driver of the accused vehicle was identified as Abiud Lopez-Santos through a ID only photograph through a Mexican License.  Officer Pease related he saw some documentation relating to Lopez-Santos indicating that he lived on Cherry Street thus why he contacted our department in case there was a collision we were investigating.  Officer Pease also related he contacted a Spanish speaking Officer from Clayton Police Department to assist in the matter.  He said Officer Eddie Diaz from Clayton responded at which time all pertinent information was relayed back to him.  Officer Pease further indicated the vehicle was called in by a concerned citizen after being involved in another collision in their jurisdiction.  He said the passenger side mirror of the vehicle had struck a utility pole and a short while later the vehicle came to a stop in the middle of the roadway at which time police made contact with it.  Officer Pease said the vehicle which was then disabled was towed from the scene by A Jacks Towing located at 1107 North Tuckahoe Road, Williamstown NJ.  I then related to Officer Pease that the vehicle needed a hold until I could respond and look at the damage to it.

        I then made contact with Officer Eddie Diaz employed by the Clayton Police Department who stated he was called as a translator to the crash.  Officer Diaz said when speaking to Lopez-Santos he was attempting to start the vehicle to leave but was unable to do so.  He said he asked Lopez-Diaz if he knew he was involved in a collision in either Vineland or Monroe Township, however, he denied being involved in any collision.  Officer Diaz then had Lopez-Santos call his wife Rita A. Garcia-Barrales who resides at 632 East Cherry Street, Vineland.  Diaz said he couldn't get a hold of her and as a result Officer Diaz made another attempt at which time he made contact.  He said it was related to him by Garcia-Barrales that the vehicle was in good condition and had no damage prior to him leaving in the morning and did not know where he was going.

        While at the station Garcia-Barrales made contact with me in the presence of Sgt. Candelario that assisted in translation.  She said her husband, Lopez-Santos was drinking the night before and during this morning for breakfast.  She said the vehicle had no damage to it and that he does indeed driver a blue Ford Explorer with Pennsylvania tag affixed to the rear bumper.  Garcia-Barrales also indicated that her husband did not have a valid driver's license and usually drives back and forth to work and to friend's houses.

        On this date, 08/03/2015 Sgt. B. McCoy and I responded to A Jacks Towing.  I observed the accused vehicle (2004 Ford Explorer, blue in color) bearing Pennsylvania registration JRN7972.  The vehicle (Vehicle 1) had damage to the driver's side front, headlight area as well as passenger side mirror damage as indicated by the previous officers.  I then began to take a series of photographs depicting the damage and matching the side headlight assembly marker to the driver's side.  After close observation it can positively be determined that the turn signal assembly matched that of the passenger side.  The photographs were later tagged as evidence and turned into the ID section of this department.

        As a result of this crash, Driver 1 was issued summonses for reckless driving, failure to maintain lane, leaving the scene of an accident, failure to report an accident, unlicensed driver, and touring privileges expired after 60 days.  Court date is set for 08/12/2015, 0900hrs at the Vineland Municipal Court.

        The witness was also issued a subpoena to testify in court.

Driver #1: Nelson Ortiz 38 of the 700 block of E. Walnut Road

On August 3, 2015, I was dispatched to 320 Mt. Vernon Avenue, in regards to a hit and run collision.

Upon my arrival at the residence, I met with a Gabriella Rivera.  Rivera reported that an unknown driver struck her vehicle, vehicle #2, while it was parked along the North side road edge, facing West, in front of the residence.  Rivera further said that the collision occurred on 08/03/2015 between the hours of 1:00AM and 7:45AM.

Upon checking, debris along with a license plate (NJ-G71FFJ) was found at the scene from vehicle #1.  A check with the Division Of Motor Vehicles on the plate found, come back to a 2003 Saturn, 4 door, black in color, owned by a Lourdes Y. Marrero-Jimenez, who resides at 508 North 4th. Street, Vineland, New Jersey.

Upon meeting with Marrero-Jimenez, she stated that she no longer has the 2003 Saturn.  She said that she further sold the vehicle to a man for scrap approximately a month ago.  However, she removed her two license plates (NJ-G71FFJ) prior to the vehicle leaving the property.  When asked, Marrero-Jimenez said that the two license plates were inside her residence.  Upon checking, the license plates were not located.

As the investigation continued, I further met with her husband named Antonio Jimenez.  A. Jimenez stated that he allowed a male subject, only known as 'Nelson' use his wifes two license plates to move a vehicle without his wife knowing.  A. Jimenez further said that he would be able to show me where the subject lives.

Upon responding to 794 East Walnut Road, apartment #6M, I located the hit and run driver (Driver #1) who was identified as Nelson Ortiz.  Also parked in the parking lot was the hit and run vehicle.  The vehicle is a 1992 Honda Accord, 4 door, white in color, VIN: 1HGCB7652NA036553.  Note:  The second license plate was still secured to the back of the vehicle.  At this time, Ortiz removed the license plate and gave it back to Marrero-Jimenez.

Ortiz cooperated with this investigation and stated the following.   While driving, I fell asleep and hit another vehicle. 

Ortiz was issued the following traffic summonses.

    2)  Leaving Scene Of Collision, summons #VC004080.
    3)  Failure To Report Collision, summons #VC007501.
    4)  Fictitious Plates, summons #VC007502.
    5)  Unregistered Vehicle, summons #VC007503.
    6)  Uninsured Vehicle, summons #VC007504.
    7)  Revoked License, summons #VC007505.

A traffic subpoena was completed for vehicle #2's owner.

All debris collected was tagged and secured in the ID Section.

Driver #2: Christine Washington 55 of Bridgeton NJ

Details:

Driver #1 stated he was traveling north bound on College Drive when he looked into his rear view mirror and observed a large truck coming up behind him at what he described as a high rate of speed. Driver #1 stated he was focused on how fast the truck was approaching that he failed to see traffic in front of him stopped due to the red traffic signal. Before he was stop, he stuck the rear of Driver #2.

Driver #2 stated she was stopped on College Drive, bearing north bound, due to the red traffic signal at West Sherman Avenue. While waiting for traffic to resume the rear of her vehicle was struck by Driver #1.

Investigation at the scene revealed point of impact to be approximately 400 feet south of the southern curb edge of West Sherman Avenue and approximately 10 feet west of the eastern curb edge of College Drive. Point of impact was determined by the statements provided by the involved drivers.

THERE WERE NO COMPLAINTS OF PAIN AND/OR INJURY FROM EITHER DRIVER WHILE ON SCENE

Vehicle #1 sustained damage to the front bumper area of the vehicle. The vehicle was driven from the scene by the operator.

Vehicle #2 sustained damage to the rear bumper of the vehicle. The vehicle was driven from the scene by the operator.

Driver #1: Annamarie Codario 78 of Minotola NJ

Pedestrian: John Winquist C/O 111 N. 6th Street

Driver #1 stated she was traveling East on Oak Rd when she came to a work zone. Driver #1 said she followed the flagman's instruction and continued traveling East on Oak when she saw construction equipment in the road so she steered towards the shoulder of the road and her right side mirror struck Officer Winquist's back. Driver #1 said she did not not see Officer Winquist prior to impact and did not know she had driven off the road surface. Driver #1 said she was not injured.

I spoke to Officer Winquist who was in full police uniform. Officer Winquist said he was on scene to inspect to work zone to insure that the work zone was setup to Federal and State guidelines and laws. Winquist said he was standing adjacent to the South shoulder off the road in the grass speaking to Advanced Traffic Control workers, when vehicle #1's mirror struck him on his right shoulder and back. Winquist said he was not injured.

Vehicle #1 sustained a minor scratch to the right side view mirror housing and no injuries were reported at the scene, non-reportable.

Driver #1: Erika Dorsey 22 of Mayslanding NJ

Driver #2: Josue Gomez 20 of the 700 block of Allen Ave.

Driver #1 stated at the scene she was traveling North on Delsea Dr approaching the Grant Ave intersection when the vehicle in front of her (vehicle X) activated it's right turn signal and began to move to the shoulder of the road to make a right turn on Grant Ave and vehicle #2 pulled out in front of her and caused a crash. Vineland EMS examined driver #1 and the passengers of vehicle #1 and they indicated they were not injured and did not want to be transported to the hospital.

Driver #2 stated at the scene he was traveling West on Grant Ave and was stopped at the Delsea Dr intersection which is controlled by a stop sign. Driver #2 said a vehicle (vehicle X) was traveling north on Delsea Dr and it was going to make a right on to Grant Ave, so driver #2 thought the road was clear to make a left turn. Driver #2 said he began to make a left turn when vehicle #1 crashed into his vehicle. Driver #2 was not injured.

No summonses were issued at this time.

Driver #2: James Kubiak 38 of the 1200 of Iris Ave.

Driver #3: Harry Baglio 61 of the 2000 block of Loretta Lane

Driver #1, Robert A. Freerksen stated his vehicle was facing north on South Main Road, waiting for the traffic light to change green when vehicle # 2 collided with the rear ended his vehicle.  Driver # 1, indicated due to the force of the impact vehicle # 2 was pushed forwards and caused to collide with vehicle # 3.

    Driver # 2, James E. Kubiak stated he was behind vehicle # 1 when vehicle # 3 rear ended his vehicle. Driver # 2 indicated that due to the impact his vehicle was pushed forward and caused him to collide with vehicle # 1.  

    Driver # 3, Harry T. Baglio stated he was traveling north on South Main Road when he rear ended vehicle # 2. During the accident Vehicle # 2 was pushed forward and subsequently collided with vehicle # 1.  

     All the drivers indicated no injuries were sustained as a result of the collision, however driver # 2 was checked by Vineland E.M.S who advised him that he blood pressure was high.  Driver # 2 refused further medical treatment at that time.

    Vehicle #1 sustained on the rear bumper area and it was driven away from the scene by his driver.

      Vehicle # 2, sustained damage on the front area (Hood, bumper, grill and passenger’s side tire & wheel). The vehicle also sustain damage (dents and paint damage) on the rear cargo door.  Vehicle #2 was towed from the scene by South Side Towing.

    Vehicle #3 sustained moderate damage to the front bumper and grill of the vehicle. Vehicle # 3 was towed from the scene by Cardero’s Towing.

     The Point of Impact (P.O.I # 1) was found to be approx. 200 ft. south of the southeast curb line of Magnolia Road and approximately 7 feet west of the east road edge of South Main Road. P.O.I # 2 was approximately 175 feet north of the southeast curb line of Magnolia Road and 7 Feet west of the east road edge of South Main Road.  .

    Driver # 3 was issued a summons for careless driving, 0614-VC-007184

Pedalcyclist: William Acevedo-Ayala 38 of Minotola

Driver 1 stated she was in the private parking lot of 502 N Delsea Dr, getting ready to pull out onto N Delsea Dr. She stated she looked both ways prior to pulling out and did not see anything. As she was pulling onto N Delsea Dr, she observed driver 2 on a bicycle riding north on N Delsea Dr. She slammed on her brakes, but could not avoid striking driver 2. She struck driver 2 from the front end of her vehicle. Damage to vehicle 1 was noted to the front hood area.

 Driver 2 stated he was traveling north on N Delsea Dr when vehicle 1 pulled onto N Delsea Dr from the private parking lot of 502 N Delsea Dr. He stated driver 1 never looked to see if anyone was coming, before she pulled out onto N Delsea Dr. He stated driver 1 never even came to a complete stop before pulling onto N Delsea Dr. When he realized driver 1 wasn’t going to stop before pulling onto N Delsea Dr, he applied his brakes. He could not stop before driver 1 struck him and knocked him on the ground. Driver 2 had complaints of pain to the groin area. No damage was noted to driver 2’s bicycle.

 Vineland EMS responded on scene and transported driver 2 to Inspira Health network for further medical treatment.

 Witness who observed the entire collision stated driver 1 never even stopped before pulling out onto N Delsea Dr. He stated she never even looked to see if anyone was coming and pulled right out. He stated driver 1 struck driver 2 causing driver 2 to fall on the ground.

 Driver 1 was issued summonses 0614-VC-006411 for Improper entry onto roadway, and 0614-VC-06412 for Driving while Unlicensed. Driver 2 and witness were issued a subpoena for the set court date.

            On this date, 03 August 2015, I was dispatched to a hit and run collision at 2231 Baywood Drive with no reported injuries.  

 

            Upon arrival I was met by Michael Uslan (owner of vehicle #2) who stated he was out to lunch when someone hit his parked vehicle. Uslan was parked at 2231 Baywood Drive, his friend Barbara Rudolph’s residence. 

 

            I then spoke with Rudolph who stated the following: 

I was in my garage when I heard a loud bang. I walked to the front of my garage and observed a vehicle drive away from Michael’s car. I yelled at the vehicle to stop, which it did a few houses away. The vehicle then drove away (headed East on Baywood Drive). I looked at Michael’s car which was hit on the driver side mirror. While looking at Michael’s car the driver of the other vehicle pulled alongside of me. I told the driver to get out of the car so I could get her information. The driver did not get out or answerer me and looked very dazed. Since the driver would not respond to me I walked to my house to call the police. While walking to my house the driver got out of her car and looked at Michael’s car before returning to hers and driving away for good this time. My neighbors then came over and told me they saw the accident and took the license plate down.” 

 

            Rudolph described the woman as a petite elderly woman possibly in her 80’s.  

 

            I then responded to 2251 Baywood Drive to speak with the neighbors. I was met by Christina Tyler who stated the following: 

“I was standing in my side yard and I saw a silver Chevy cavalier hit the other car and drive away. The car stopped a few house past my house and then drove around the block and stopped ta the car again. I could hear my neighbor yelling at the driver so my husband (Jason Tyler) went towards the vehicle and got the license plate, which is 338 PEK in a silver Chevy cavalier”. 

 

            Rudolph also provided me with a passenger side mirror which was allegedly part of the suspected vehicle. The mirror had signs of impact consistent with the damages on the victim’s vehicle.  Vehicle 2 received minor damage to the driver side mirror and was driven off scene by the owner. 

 

            Utilizing my in car MDT I searched the license plate I received from Christina Tyler. The license plate came back to a Vineland residence (1154 Mcclain Drive), so I responded in an attempt to locate the other driver.  

 

            Upon arrival I observed a vehicle matching the description (Silver, Chevy cavalier) which was also missing the passenger side mirror. I knocked on the door and was met by the registered owner Mildred Tepper.  Tepper was advised of her rights per Miranda and stated that she understood. I asked Tepper what happened and she seemed confused. I asked Tepper if she was the only one driving her vehicle today and she stated that she was. I asked Tepper if she was on Baywood Drive earlier in the day and she stated she was. I informed Tepper that she was involved in an accident and she replied that she did not hit that car. I asked Tepper why her vehicle’s mirror was at the scene and she said that it fell off her vehicle. I asked Tepper why if she stopped and looked at the vehicle which she replied that she did. I asked Tepper why she did that if she didn’t hit the car and she said she wanted to see if there was damage and the lady was yelling at her. I asked Tepper if she heard a noise when she drove by the other vehicle and she said yes it was her mirror falling off. Tepper seemed confused about the situation while speaking with her and was unable to give me many facts about the situation. Due to the fact that I believe her Depth perception and reaction time may not be up to normal standards, a Driver Re-examination and/or Medical Evaluation Request is being requested by me. The only visible damage was that of the missing mirror. Tepper was supplied with her mirror at her residence and informed that she would need to replace it. Tepper was issued summons 0614-VC-005768 (Leaving the Scene of an Accident) and 0614-VC-005769 (Careless Driving).

Pedalcyclist: Francisco Sanchez 75 of the 700 block of S. East Ave.

Driver 2 stated he was riding his bike west on the north side of the street of W Chestnut Ave (on the side walk). He stopped at the intersection at Melrose St and a car that was going to turn onto Melrose St from W Chestnut Ave, waived him on to go. He began to cross the intersection when vehicle 1 (“Verizon” van) struck his bike. After vehicle 1 struck his bike, vehicle 1 then left the area without stopping. Driver 2 stated he was not injured and is claiming no injuries at this time. Driver 2 stated he does not want to get driver 1 in trouble, but only wants his bike fixed. Minimal damage was noted to the front wheel of the bike. (Note: driver 2 stated this collision occurred at approximately 0930hrs today 08/03/2015).

 

I attempted to locate driver 1, but was unable to do so (business was closed at the time of this report). I contacted Verizon and spoke to Dispatcher Betty #IO5, who advised she would let Richard Hackney, the south jersey supervisor, know via email. Dispatcher Betty stated she would have Hackney look into it and get back to me.

 

At the time of this report, I could not locate driver 1 in regards to this incident
