Driver #1: Roberto Lopez-Vargas 36 of the 500 block of S. 8th Street Vineland
Driver #01 stated he was travelling south on South Eighth Street approaching the intersection of South Eighth Street and East Quince Street. Driver #01 admitted that he took his eyes off of the roadway to look at this cell phone, which he picked up from the vehicles center console area. Driver #01 said while he was looking at his cell phone, he passed through the intersection of South Eighth Street and East Quince Street, when his vehicle hit a bump in the roadway which caused his vehicle to swerve to the east side of South Eighth Street. After swerving to the east side of the roadway his vehicle struck a parked vehicle (Vehicle #02) in front of 501 South Eighth Street. Note: Driver #01 did not speak English and was fluent in Spanish. Vineland Police Street Crimes Officer J. Torres arrived on scene and was able to translate, to which Driver #01 told SCU Officer J. Torres the above. Driver #01 also told SCU Officer J. Torres that he resides at 501 South Eighth Street, to which the driver of Vehicle #01 also resides. Vehicle #01 sustained front end damage and was unable to be moved from the roadway. It was towed from the scene by All Tow. No injuries were reported in result of the collision. Driver #01 was unable to find his vehicles insurance information at this time; Vehicle #01 is registered in the State of Ohio. Driver #01 was issued the following traffic citations: 0614-VC-4261 for 39:3-10 (Unlicensed Driver) 0614-VC-4262 for 39:4-97.3 (Use of Wireless Telephone) 0614-VC-4263 for 39:4-97 (Careless Driving)

On December 8, 2014, I was dispatched to the area of South Main Road and Roosevelt Boulevard, in regards to a motor vehicle collision. Upon my arrival on scene, driver #1 stated while traveling South on Main Road, in the North bound lane of travel, as directed by construction workers/flaggers. She stated, she had to suddenly drive to her right and enter the South bound lane of travel (Under construction), due to vehicles traveling North towards her. Driver #1 said she then ran over a hole in the construction area of the South bound lane. Upon pulling over, both driver side tires along with the passenger side front tire had been damaged. Investigation revealed that the approximate area of impact was 100 feet south of the South side road edge to Roosevelt Boulevard and 12 feet East of the West side road edge to South Main Road. The impact area was determined by driver #1's statement along with the hole in the South bound lane of travel. The size of the hole was approximately 5 feet wide and 6 feet in length. Driver #1 said that she was not injured. While on scene, I further met with a Bob Pauls (Superintendent) for CTX Infrastructure completing the construction work. Pauls stated that it appeared that driver #1 was turning into a driveway while traveling South which the flaggers/workers allowed traffic to continue traveling North on Main Road. Driver #1 had her vehicle towed by JC Towing. No traffic summons(s) issued.

Driver #1 stated he was driving south bound on N. Delsea Drive approaching the intersection of N. Delsea Drive and W Garden Road. Driver #1 stated once at the intersection he began to make a right hand turn on to W Garden Road. Driver #1 stated as he began to turn he noticed he was closely approaching the vehicle stopped at the traffic light on W Garden Road. In efforts to avoid a collision with the vehicle he began to turn his vehicle closer to the curb, causing him to come in contact with the traffic signal post located on north of W. Garden Road and on the west curb line of S. Delsea Drive. Vehicle #1 sustained minor scratches to the passenger side of the trailer. The traffic light post was completely damaged and taken off it's foundation. State Department of Transportation was contacted and notified of the damage. They responded and were able to rectify the problem for the time being. Driver #1 was issued a summons for improper turn, 0614-VC-002390; 39:4-123. Driver # 1 stated she was traveling North on South Spring Road behind a vehicle when suddenly the vehicle stopped to make a left turn without putting on its blinker. She applied her brakes and attempted to go around the vehicle on the right however the struck the vehicle. Driver # 2 stated he was stopped in the intersection at Chestnut Avenue and Spring Road waiting for traffic to clear to make a left turn, when suddenly his vehicle was struck from behind. I asked Driver # 2 did he active his blinker prior to approaching the intersection, he replied "yes". While on scene, I inspected vehicle # 2 left blinker which activated when turn it on. No injuries reported at this time. Vehicle # 1 had minor damage to the Driver's side front bumper /blinker light area. Vehicle # 2 had moderate/major damage to the rear and the rear quarter panel on passenger side. Both vehicles were driven from the scene. Driver # 1 was issued a summons VC-004201 for Careless driving in violation 39:4-97.

Driver #1, at the scene, stated that he was on N. Delsea Drive and Garden Road. He said he was stopped and preparing to make a left hand turn when he was struck from behind by driver #2’s vehicle.
Driver #2, at the scene, stated that she was behind driver #1’s vehicle. She noticed a vehicle on her right hand side which appeared to be passing her. She applied her brakes in order to avoid the collision when she struck driver #1’s vehicle.
Driver #1 complained of pain to his abdomen area. Driver #1’s passenger, Alfagracia Candelario, complained of pain to her neck and head area.
Driver #2 and her passengers (Karmah Jones Davis and Jayden Walker) all complained about pain to the head area.
Vineland EMS responded to the scene. Note: Both driver’s and occupants refused to be transported to Inspira for further medical treatment at this time.
Driver #1’s vehicle had some minor damage to his right rear bumper area. He was able to drive the vehicle from the scene.
Driver #2’s vehicle had some minor damage to her rental vehicle on the front left fender and bumper area. She was able to drive the vehicle from the scene.
Point of impact was estimated by driver’s statements to be approximately 32’ east of the west curb edge of N. Delsea Drive and approximately 4’ south of the south curb edge of Garden Road.
Driver #2 was issued a motor vehicle summons for Careless Driving in violation of 39:4-97. She is scheduled to appear in Vineland Municipal Court on December 30, 2014 at 9:00 a.m.

Driver 1 stated he was stopped at a red traffic signal on Park Avenue at intersection with Delsea Drive. Driver 1 stated the traffic signal turned green and he proceeded to drive forward to make a right turn when he was suddenly struck from behind by Vehicle 2. Driver 2 stated he was stopped at a red traffic signal behind Vehicle 1 on Park Avenue at intersection with Delsea Drive. Driver 2 stated the traffic signal turned green and Vehicle 1 began moving forward to make a right turn. Driver 2 stated he also began to move forward when Vehicle 1 suddenly stopped to allow a vehicle to make a left turn in front of him. Driver 2 stated he did not have enough time to stop and struck Vehicle 1. Driver 1 did not have any visible signs of injury but had a complaint of pain to his neck. Driver 2 did not have any visible signs of injury nor any complaints of pain at this time and refused medical treatment. I requested an ambulance to respond to the scene for Driver 1. Driver 1 refused medical treatment at this time. Vehicle 1 sustained some damage to the rear bumper. Driver 2 moved the vehicle to private property after my arrival. Vehicle 2 sustained some damage to the front bumper and was driven from the scene by Driver 1. Driver 2 was issued a traffic summons (0614-V-122149) for careless driving (39:4-97). Investigation revealed, the point of impact was approximately 10 feet west of the west road edge of Delsea Drive and approximately 7 feet north of the south curb edge of Park Avenue. On this date, December 22, 2014, I was dispatched to the area of Lincoln Avenue and Dante Avenue, regarding a motor vehicle crash. I arrived on scene and met with both drivers, and the following statements were made regarding the crash. Driver # 1 indicated she was traveling south on Lincoln Avenue, and observed the traffic stopped in front of her. Driver # 1 stated she applied her brakes, but they didn't function properly and she struck the rear of vehicle # 2. Driver # 2 stated he was stopped in traffic on Lincoln Avenue facing south bound, when he was struck from behind by vehicle # 1. No injuries were reported at the scene, and Vineland EMS was not needed. Vehicle # 1 sustained minor damage to the front end, but was towed from the scene, since driver # 1 couldn't get the vehicle started again. Rulyn's Garage responded to the scene and removed the vehicle from the roadway. Vehicle # 2 sustained minor damage to the rear bumper and was able to be driven from the scene. At this time no summonses were issued to either driver.

On this date, December 22, 2014, I was investigating a motor vehicle crash in the area of Lincoln Avenue and Dante Avenue, when another crash occurred in front of Colonial Bank (1771 South Lincoln Avenue). I exited my Patrol vehicle and approached the drivers involved that were now parked in the bank parking lot. Driver # 1 indicated he was following behind vehicle # 2 heading north on Lincoln Avenue, when vehicle # 2 stopped in front of him. Driver # 1 stated he applied his brakes, but slid on the wet road into the back of vehicle #2. Driver # 2 stated she was traveling north on Lincoln Avenue with several vehicles in front of her. Driver # 2 stated she applied her brakes and stopped in traffic, since a vehicle in front of her was turning left into the shopping complex. Driver # 2 stated while she was stopped, vehicle # 1 struck her in the rear. No injuries were reported and Vineland EMS was not needed at the scene. Vehicle # 1 sustained extensive damage to the front end and was towed from the scene by Larcher's. Vehicle # 2 sustained minor damage to the rear bumper but was able to be driven from the scene. At this time no summonses were to either driver.

On this date, December 23, 2014, I was dispatched to the area of J&C Auto Sales (1912 West Landis Avenue) in regards to a motor vehicle crash. I arrived in the area, and observed a tractor trailer pulled to the side east side of North Mill Road and a tow truck backed up to the rear gate of J&C Auto Sales. I met with the two drivers and learned the following information. Driver # 1 stated he was lost, and had to make a delivery to the Dietz and Watson plant (97 North Mill Road), and attempted to back up to pull into the lot. Driver # 1 stated he began backing up, and continued to check the passenger side mirror for oncoming traffic and didn't see vehicle # 2 parked along the west side of the road. He stated as he backed up, he felt his trailer (53 Foot) strike something. I then spoke with driver # 2, and he related, he just pulled out of the storage lot of J&C Auto Sales, and just finished locking the gate. He stated he entered his vehicle, and vehicle # 1 backed into the front of his vehicle. No injuries were reported and Vineland EMS was not needed at the scene. Vehicle # 1 sustained no damage to the trailer (details below) and was able to be driven from the scene. Vehicle # 2 sustained moderate damage to the grille and hood, but was able to be driven from the scene. Vehicle # 1 is a 2010 Peterbilt Tractor which was towing a 2014 trailer (NJ REG: TJV91E/ VIN: 1UYVS2539EM756104). Vehicle # 2 is a 2015 Ford F-450 Tow Truck which is owned by ANSS LLC of Irvington, N.J. The vehicle is insured by Atlantic Specialty Insurance (NJ Code: 27154, Policy # 0006430000) LCIA Inc., and the issuing company is Gus Campisano, PO Box 447, Kearny, N.J. 07032. No summonses were issued at this time.

Driver # 1, stated at the scene he was traveling south on South Delsea Drive when he decided to turn left onto 1459 S. Delsea Drive. He stated he was waiting in traffic when he was rear ended by vehicle # 2.
Driver # 2, stated he was traveling south on South Delsea Drive when he observed vehicle # 1 attempting to make a left turn into South Jersey Settlement Tittle, 1459 S. Delsea Drive. Driver # 2 applied the brakes, however he could not avoid rear ended vehicle # 1.
Both drivers claimed they did not suffer any injuries during the collision.
Vehicle # 1 had no visible damages and it was driven away from the scene. Vehicle # 2 sustained moderate damage on the front area and was left parked at Bob Morgan Entertainment, 1480 S. Delsea Drive. No Traffic summon issued at this time.

Driver #1 stated she was traveling southbound on Main Road when she attempted to make a left turn into Wawa (61 South Main Road, Vineland NJ 08360). When Driver #1 made the left turn, she struck Vehicle #2. Vehicle #1’s front driver side bumper struck Vehicle #2’s driver side door. Driver #1 stated, “I was making the turn and did not see her. I guess it is my fault.”
Driver #2 stated she was traveling northbound on Main Road when Vehicle #1 struck her. Vehicle #1’s front driver side bumper struck Vehicle #2’s driver side door.
Both drivers did not have any complaint of pain.
Vehicle #1 sustained moderate damage to the front driver side bumper area.
Vehicle #2 sustained moderate damage to the driver side door area.

Driver #1 stated she was parked at 610 South Brewster Road when she reversed out of a parking stall. Driver #1 stated she reversed into vehicle #2. Driver #1 did not have a complaint of pain or injury. Vehicle #1 sustained a scratch to the rear passenger side bumper. Driver #2 stated he was parked at 610 South Brewster Road when he reserved out of a parking stall. Driver #2 stated he was completely stopped when vehicle #1 struck the passenger side door of his vehicle. Driver #2 and the occupant of vehicle #2 did not sustain any complaints of pain or injury. I did observe damage to the passenger side door area of vehicle #2. I responded to Wawa and spoke with manager Shelly Tucker to request video surveillance. Tucker was able to locate the collision on video and burned a copy to a compact disc. The video showed that driver #2 reversed from the parking stall and stopped his vehicle. Driver #1 then reversed her vehicle into the passenger side door of vehicle #2 when it was stopped. I took possession of the compact disc and tagged it into the Evidence Bureau of this Police Department. No summons was issued, as the collision occurred on private property without any injuries. Investigation is complete.

Driver 1 stated she was traveling south on Delsea Drive and maneuvered into the turning lane in order to make a left turn into Gulf Gas Station. Driver 1 stated Vehicle 2 then struck her from the passenger side. Driver 1 stated she did not see Vehicle 2 until point of impact. Driver 2 stated he was in the parking lot of Joe's Poultry, 440 S. Delsea Drive, and waiting for traffic to clear in order to make a left turn. Driver 2 stated there was an opening in traffic and he proceeded forward to make the turn. Driver 2 stated he did not see Vehicle 1 in the turning lane and struck its passenger side. Neither driver had any visible signs of injury nor any complaints of pain and both refused medial treatment at this time. Vehicle 1 sustained moderate damage to the passenger side fender and was driven from the scene by Driver 1. Vehicle 2 sustained damage to the front bumper and was driven from the scene by Driver 2. Driver 2 was issued a traffic summons (0614-V-122150) for careless driving (39:4-97). Investigation revealed, the point of impact was approximately 150 feet north of the north road edge of Chestnut Avenue and approximately 25 feet east of the west curb edge of Delsea Drive. The point of impact was determined by the statements received.

Tuesday, December 23, 2014 I investigated a crash that occurred on south Delsea Drive and Sherman Avenue. Upon arriving, I checked with the driver’s and occupants to see if anyone was injured. At the time no one was claiming any injuries.
I spoke with driver two first and she explained that she was stopped in traffic on south Delsea Drive just south of Sherman Avenue, behind two cars. She explained that she and the vehicles in front of her were waiting for an ambulance to pass through the intersection before proceeding north on Delsea. Driver two explained that while stopped, she was struck from behind by driver one.
Upon speaking with driver one, he explained that he was traveling north on Delsea Drive approaching the intersection of Delsea and Sherman. Driver one explained that he did not notice that driver two was stopped. Driver one explained that he attempted to stop his vehicle but his breaks locked up causing him to skid on the wet road. Driver one explained he was not able to avoid the collision with vehicle two.
Vehicle one sustained minor damage to the front bumper and was driven from the scene. Vehicle two sustained minor damage to the rear bumper and was also driven from the scene. It should be noted that after speaking with the drivers, driver two began complaining of pain to her back and hips. EMS was called and she was ultimately transported to the Inspira Medical Center for further treatment.

Driver #1 stated she was traveling in the southbound lane on North Delsea Drive when she approached Burger King at 315 North Delsea Drive. Driver #1 stated a vehicle which was traveling in the northbound lane stopped and allowed her access to the Burger King driveway. Driver #1 stated she began entering the driveway to Burger King when she was struck by vehicle #2. Driver #1 did not have a complaint of pain or injury. The occupant of vehicle #1 had a complaint of pain to her neck and shoulder area. The occupant of vehicle #1 refused medical treatment, as Vineland Emergency Medical Services responded to the scene. I observed minor damage to the rear passenger side of vehicle #1. Driver #2 stated she was traveling north on North Delsea Drive and was approaching the intersection at West Park Avenue. Driver #2 stated vehicle #1 entered her lane, at which point a collision occured. Driver #2 had no complaints of pain or injury at the scene. I observed moderate damage to the passenger side front area of vehicle #2. I issued driver #1 a summons for careless driving (0614-VC-003928).

Driver # 1 stated he had been awake all night and had just left gambling in Atlantic City. He stated he was tired and must have dozed off and when he looked up he saw a deer crossing the roadway in front of him. He stated he attempted to avoid the animal however due to the slick roadway, due to heavy rain; he lost control of his vehicle and struck several trees on the opposite side of the roadway. He stated he didn't think his vehicle had valid insurance or registration so when he saw me arriving on the scene he fled on foot from the vehicle, see VPD case # 70538-14 for further. He sustained a moderate laceration to his left outer knee area, consistent with damage/blood found on the driver’s side door area. There was no evidence found at the scene or on Vehicle # 1 regarding a deer or any other animal. On this date, December 24, 2014, I was dispatched to the Rite Aid Pharmacy (1889 South Lincoln Avenue) in regards to a pedestrian/ motor vehicle crash. I arrived on scene, and observed a tan Jeep Cherokee (vehicle # 1) in the middle of the driveway of the pharmacy, with a group of people tending to an elderly male subject, who was standing up and had his right hand wrapped with paper towels. I approached the scene, and learned the elderly male was the operator of the vehicle that struck him in the parking lot. As I began talking with him, Vineland EMS arrived on scene, and began tending to him. Driver # 1 indicated he was stopped at the traffic light on Lincoln Avenue, when he observed a subject enter their vehicle in the parking lot of Rite Aid. Driver # 1 stated he observed the subject drop a package as they entered their vehicle, and he attempted to pull into the parking lot and get their attention to advise them of the package they dropped. Driver # 1 stated as he parked his vehicle in one of the stalls, and exited in a hurry, the vehicle must have still been in gear (drive). He stated when the vehicle was still in motion; he lost his balance and fell underneath the vehicle. Driver # 1 stated a patron in the parking lot came to his assistance, and removed the vehicle away from him. Driver # 1 had a laceration to his right hand, but refused medical treatment from Vineland EMS. Driver # 1 indicated he was ok, and left the scene after signing paperwork with EMS. Vehicle # 1 sustained no damage during the crash, and was driven from the scene.
